Merri-bek City Council (formerly Moreland City Council) partnered with Tingwall in 2020 to design, administer, and report on its biennial staff engagement survey. Working closely with leaders, we facilitated action planning workshops to turn insights into practical steps for improvement. Since the first survey in late 2020, Council has implemented robust follow-through processes, including team-based discussions, organisation-wide workshops, and regular reporting to the executive team. With Tingwall’s support, Council has driven a sustained cultural transformation across the organisation – its most recent survey results (from 2025) reflect the highest levels of employee engagement since our partnership began.
