
Tingwall partnered with Melton City Council to create a community panel, a diverse group of 50 community members representing a cross-section of the Melton community. The deliberative panel was tasked with reviewing and updating the Community Vision 2040, and with providing guidance to inform the development of the Council and Wellbeing Plan 2025–29, the Asset Plan, and the long-term Financial Plan. Over four sessions, supported by information webinars, the panel was asked to consider various challenges and to develop specific outputs in relation to each document.
Participants expressed pride in shaping the direction of their city and valued the chance to collaborate with people from all walks of life. The panel’s contributions improved trust between community members and Council, strengthening local democracy and creating a sense of shared responsibility for Melton’s future.
Tingwall’s role didn’t end with the panel. Through facilitated workshops with Councillors and staff, the voices of the community shaped the Council and Wellbeing Plan. As a result, Council adopted strategies that are more aligned with community values and future needs. The final plans now stand as a testament to the community’s voice, positioning Council to deliver outcomes that matter most to Melton over the coming years.
